Copyright protects original works of authorship that are fixed in a tangible form of expression. Digital Millennium Copyright Act and copyrights last for the life of the author plus 70 years.

S. works in the public domain on January 1, 1978, (for example, works published without satisfying all conditions for securing federal copyright under the Copyright Act of 1909) remain in the public domain under the 1976 Copyright Act.

Answer: No. CIP is a separate program within the Library of Congress that requires participating publishers to submit one copy of published works. The CIP is in addition to the two copies required for mandatory deposit.
